Title IV-E Prevention Program Five-Year Plans

Tracking Submissions and Progress Across States and Tribal Jurisdictions

This website provides critical visibility into the submission status and progress of the five-year prevention plans required under the Title IV-E Prevention Program (as enabled by the Family First Prevention Services Act). Though direct access appears restricted at times, the intent is to present data on which jurisdictions have submitted, approved, or are pending in their prevention planning.

Why it matters for child welfare:

  • The five-year plan is a foundational document for how states and tribal entities propose to use Title IV-E funds for prevention services; understanding which jurisdictions have submitted plans (and their timelines) gives context and benchmarks.
  • Stakeholders (advocates, technical assistance providers, researchers) can identify where efforts are lagging or ahead, and target support to jurisdictions that struggle with plan development or approval.
  • It promotes transparency and accountability in the implementation of FFPSA’s prevention goals—tracking compliance, oversight, and variation across jurisdictions.

In practical terms, this resource can help practitioners, agencies, and funders see which models or policy environments are further along, and highlight challenges or gaps in adoption of prevention-focused child welfare systems.
